Lawyer. He graduated summa cum laude at Universidad Iberoamericana (1996). Holds a Master’s degree in Corporate Law and Economic Legislation (1999) and post graduate studies in Business (2006), both at Pontificia Universidad Católica Madre y Maestra; holds a Master’s degree in International Legal Studies (2000) from Washington College of Law, American University, Washington, D.C. (Fulbright scholarship). Holds a Masters degree in Business Administration (2009) from the University of Barcelona and Barna Business School in Santo Domingo, Dominican Republic (joint degree). Master in Administrative Law (2016) from the University of Salamanca and IGLOBAL in Santo Domingo, Dominican Republic (joint degree). Has attended courses on Foreign Policy at the universities of Harvard, Columbia, and George Washington; Finances at the University of Pennsylvania and training given by the World Trade Organization and the World Intellectual Property Organization.

He started his professional career in 1996, dealing since then with issued related to foreign investment, contracts, tax issues, mining and telecommunications.

From 2000 until 2013 worked as Government Affairs Manager at Grupo Leon Jimenes supervising all the government relations of the company, with special focus on public policy, taxes and trade agreements.

He participated in the negotiation rounds of the DR-CAFTA and the Economic Partnership Agreement (EPA) with the European Union and has been an important player in governmental negotiations within the World Trade Organization and the World Health Organization.

He has been Professor of Private Law I at Universidad Iberoamericana, this subject comprises issues related to economic and corporate regulation, trade policy, trade negotiations, copyright, and competition law.

Since 2008 and until 2018 he was appointed by Decree, twice, as a member of the Trade Defense Commission of the Dominican Republic, where he decided about the application of anti-dumping duties, countervailing measures and safeguard measures in the investigation processes followed according to the regulatory framework in the country.

He is part of the Official List of Arbiters of the Center for Alternative Dispute Resolution of the Santo Domingo Chamber of Commerce and Production; he is a judicial interpreter appointed by the Supreme Court of Justice of the Dominican Republic. He is a member of the Alumni Association of Washington College of Law – American University in the Dominican Republic; the Dominican Lawyers Association; and the Legal Committee of the American Chamber of Commerce of the Dominican Republic. Currently a member of the Executive Board of the Dominican Association of Intellectual Property.

He is fluent in Spanish, English, French, and Italian.
